Circumstances:
Rupp was found to be missing after his condo management reported an odor emanating from his home to officials on August 21, 2012. The odor was from his dog, which had been dead for days. There was no sign of Rupp, and he has not been seen or heard from since. Two of his checkbooks were found in a homeless encampment the following September after someone other than Rupp tried to cash checks on his account. Foul play is suspected.
